CDPAP is a term that frequently comes up anytime someone begins to research home health care, for themselves or a family member. The Consumer Directed Personal Assistance Program is widely promoted as a way for people in need of care to take control of who provides at-home care.

Will my insurance pay for this?

The first thing to know is that CDPAP is a Medicaid program funded by New York. When you choose to use CDPAP, and hire a caregiver, they will be paid up to $18/hr through this program. That means 100% choice for your home health aid, with $0 out of pocket expenses for that care.

Can anyone with Medicaid participate in CDPAP?

Because this program is specifically to provide home care for chronically ill or physically disabled individuals, you must qualify by being authorized to receive these services. This involves an application and review process to assess needs. People who qualify for Personal Care Services (PCS) are eligible for this program.

How will I know if I qualify?

Once the application process begins, your physician will send an order to have a nursing and social assessment take place. This assessment confirms eligibility, along with helping to determine the amount and frequency of care that is needed.
